Sometimes people can take advantage of a person who Is too kind, which can be difficult in a work environment. I am working on resolving this problem by identifying those who are trying to take advantage of me and resolving the issue by confronting them. 4. What are your short-term goals? The most Important short-term goal right no w Is to establish a great work environment where I received employment.I also want to be sure I am exceeding expectations in order to receive great responsibility and growth within the company. 5. Federal Mandates Essay

Through out the 1930’s, Federalism began to grow along with an increased power towards federal grants and mandates due to the effects of the Depression. During the New Deal the Supreme Court ruled that national spending was not limited to just specific grants any more. The national government now had the power to grant, fund, and mandate money to any state under what conditions they choose. Currently Congress can imply considerable control over the states by placing federal money to particular federal mandates. Over the past 25 years Federalism has dramatically changed as a result of an increase in federal mandates. Starting with Jimmy Carter trying to return the government to Creative Federalism, he wanted to give federal aid to poor communities and to use public funds to promote private investment for certain problems while trying to create a partnership between state and national government. On the other hand, Ronald Reagan reigned against big government during his four-year term from 1981-1988. In the end he decreased national spending towards states, which made many American citizens very unhappy. President George Bush stepped into to office next with a plan to continue with Reagan’s downsizing of government. While trying to carry out this goal, Bush lowered welfare spending, increased education programs and environmental protection, while increases in the cost of Medicaid rose, leading to a national grant increase. Bill Clinton reversed the system when he signed the Executive Order 13803, which allows for federal intervention in policy matters with state and local government. Many agreed that this order seriously eroded federalism. Through out the past 25 years, the ideas of government  grants and mandates have varied almost from each president. With Clinton in office he increased under-funded federal mandates to states. These changes have caused Federalism t o change as well, with the age-old question still pondering in the minds of Americans, who actually has the most power, the states or national government? In 1990 a federal mandate was passed called the Americans with Disability Act The Federal Law makes it illegal for employers to discriminate on the basis of a disability. It makes it illegal for an employer to discriminate against a qualified individual with a disability in job application process, hiring, discharge of employee, job training, and other terms. Also all businesses must make accommodation for employees with a disability. In addition, it is unlawful to discriminate against a person who is perceived to have a disability, that is if the employer believes one is disabled, even though he is not, and still discriminates against him. The Federal Government issued this mandate in order to ensure that all American citizens have the same advantages. Although a citizen might be disabled, it does not mean that he or she is in capable of working. It is unfair to discriminate against a person with a disability when our country was founded on treating all citizens with equality and ensuring uniform rights for all. Enforcing this act would reduce the number of citizens needing welfare and decrease the unemployment rate. Many mandates affect both the state and local government budgets. Several mandates are associated with federal grant-in-aid programs, where money is paid to state and local governments for programs or activities the federal government wants to promote. While participation in these programs is â€Å"voluntary†, the offer of federal money often is too tempting for states to refuse. For example, the federal government pays about $250 million annually for Minnesota highways. However, the money comes with requirements, such as lane width and pavement thickness. Other mandates apply to both government and the private sector these include the Occupational Safety and Health Administration and the Americans With Disabilities Act. These two mandates are costly and come with no financial assistance. Private sectors include small business; such as my father’s very own physical therapy clinics. In 1990 when the law was past, he had to make accommodations for disabled citizens. Although my father does treat many disable citizens already, he had to make further modification to his clinics such as; even larger bathrooms, special equipment, and wheelchair ramps to meet the federal mandate standards while funding the project by himself. If the government were to remove this federal mandate, the Americans with Disability Act, many consequences would follow. This act enables all  citizens a chance to earn a job. With this mandate the government is ensuring the same equal rights to all Americans. Also with the mandate doctors are not allowed to â€Å"say† if a patient is able to return to work or not after being disabled . The doctors are now only authorized to state the patient’s limitations, it is up to the employer to claim if the patient is unable to work. This one factor allows more citizens with disabilities to work. If the mandate were removed then fewer citizens would return to work, due to the fact that doctors would have to title all patients â€Å"disabled† if they had any sort of limitation. The increase of federal mandates does show that the national governments are taking control over the states governments, which defeats the idea of Federalism. When using a federal system of government, both the state and the national government are suppose to SHARE power. Federal mandates work against the definition of true Federalism. Mandates do not contribute to the sharing of powers. Federal mandates control states. The states do not have a chose to participate in the mandate or not. Therefore, federal mandates drive our country away from the ideas of Federalism.

Analysis of a Key Passage The Address by Marga Minco In The Address by Marga Minco, the author suggests that people do not realize what they take for granted until they do not have them anymore. In the excerpt, the narrator is in a house with all her possessions, and the daughter of the woman who took all these possessions has no idea what is going on. Long ago, the narrator’s mother had given all her worldly possessions to a strange lady, who always took everything away with a look of greed.The narrator has come to the house with all the possessions, and it suddenly hits her that all her memories are just through the doorway. When she enters, she sees all of her possessions, â€Å"in a room which I both knew and didn’t know†. This one simple line describes how she feels, how though all her memories are in the room, they are not place in the right spot, as if the chronological placement was off, and all her memories are mixed up. I found myself among things I had wanted to see again but which oppressed me in the strange surroundings† describes her confusion, because though everything looked normal, (similar to the way she acts as if nothing is happening) it’s the inside story of every object that is scaring her; how it has her memories imprinted in it, and yet, they are not there anymore, because this is not her house, and she does not own any of this anymore.I scarcely dared to look around me anymore† symbolizes her fright of looking at everything she had and lost, and now they do not belong to her, though she has a slight longing for them in order to have a sense of normality. â€Å"Somewhere on the edge there should be a burn hole in which had never been repaired† this line, when read closely, depicts the hole as a sort of ledge, where her mind is clinging onto, so she may find some familiar feeling in all this strangeness. It also depicts a large bottomless pit, where she wants to throw all the bad feelings and memories away, throw them deep into this hole.The daughter does not notice anything wrong, because she is like a newborn baby: she does not know where any of this comes from, but she does not question it, because she has been raised with these objects. But she is also the opposite of her mother; while her mother stole all the possessions without a worry or a care, she is sweeter, gentler. The daughter is innocent and unknowing of what happened, while the mother is guilty and knows exactly why the narrator is here. When prompted, she (the daughter) talks of how everything in the room is nothing important, how they are all antiques and nothing special.But the narrator then offers a retort of passion and sadness â€Å"you get used to all these beautiful things at home, you hardly look at them anymore. You only nothice when something is not there, because it has to be repaired, or for example, because you’ve lent it to someone†. This small speech shows how she never thoug ht of these possessions and memories as important, but now that they are not with her anymore, now that she knows she cannot take them all back, she feels they describe her life. But it is too late.Near the end of the excerpt, the narrator mentions how, when she was younger, she thought her cutlery was made from silver, but never really thought of it. The daughter laughs, but when she goes to check her own cutlery, the narrator rushes out, to â€Å"forget the address† and everything she ever remembered. This is because she wants to leave every memory she had behind, to start anew. It is her sudden realization that she does not possess these memories anymore that causes her to change and force herself to forget everything from the past.

Early Cold War Essay The term Cold War was first introduced by Bernard Baruch, an American businessman and political adviser to every President from Woodrow Wilson to John F. Kennedy (â€Å"Bernard Baruch†). It was a time of mutual distrust between the United States and the Soviet Union and their respective allies which begun after World War II. From Democracy in America’s author, Alexis de Tocqueville, â€Å"There are now two great nations in the world, which starting from different points, seem to be advancing toward the same goal: the Russians and the Anglo-Americans. . . . Each seems called by some secret design of Providence one day to hold in its hands the destinies of half the world† (Kreis, â€Å"The Origins of the Cold War†). The primary concern of the United States during the early years of the Cold War was the political threat of the spread of Communist ideology from the Soviet Union (Zinn, 1980). Further back in its history, Russia exhibited radical tendencies by overthrowing Tsar Nicholas, followed by the Bolshevik Revolution, the unification under Lenin where Communism’s seed began to sprout and continued by Stalin (Kreis, â€Å"The Origins of the Cold War†). A history of military intervention in Eastern Europe climaxing in 1948 in the overthrow of the democratic government in Czechoslovakia by a communist coup were thrown as examples of Soviet expansionism. Congress in 1945, a major about face in policy under the Lend-Lease Act of 1941 wherein the U. S. shipped huge amounts of war equipments to Russia (Kreis, â€Å"The Origins of the Cold War†). Coming from the huge gains of World War II, the United States was also wary of regimes opposed to its capitalist structure. That fear was best exhibited by the emergence of Soviet Union as a global power with an ideology opposed to democratic and industrial capitalist principles of the United States (Kreis, â€Å"The Origins of the Cold War†). Americans generally fear revolution. They fear â€Å"change real, fundamental social, economic and political change† (Kreis, â€Å"The Origins of the Cold War†). Fro all its democratic talk, America has a history of suppressing true liberalism and radicalism. The Soviets also had their share of fears in the early years of the Cold War. After World War II, Stalin feared that democratic principles would be forced upon the Communist tenets of the Soviet Union. He believed the two principles cannot co-exist. As he warned in his speech, capitalism and imperialism made future wars inevitable (â€Å"Episode 2: Iron Curtain 1945-1947†). Stalin also was aware of the United States expanding influence all over the world. He was wary of this move and pressured Turkey, a country located strategically on the southern borders of Soviet Union, for a Soviet military presence in the Darnanelles and the Bosporus. Turkey was then influenced by Great Britain and eventually aided by the United States. The atomic bomb that was dropped in Japan started the concept of the nuclear arms race which the Soviet Union was interested to join. But Stalin received intelligence reports that the Americans â€Å"would not share atomic secrets with the Soviet Union† (Zubok, â€Å"Cold War Chat†). The mutual distrust and fears of both the United States and the Soviet Union resulted in actions that further shaped the history of the Cold War. The United States’s fear of the possible spread of Soviet Communist ideology led to their policy of containment. What is now known as the Truman Doctrine paved the way to the formal declaration of cold war against the Soviet Union. This was the famous speech of President Truman to the U. S. Congress asking for $400 million to aid Greece and Turkey’s fight against communism (Kreis, â€Å"The Origins of the Cold War†). The containment policy of the United States involves military interventions to countries where Communism was viewed to thrive. The most famous display of the containment policy was the Vietnam War which started in 1950 under President Truman’s administration. Armed with the U. S. Congress resolution named Gulf of Tonkin Resolution, President Johnson further escalated the war by bombing North Vietnam and continuing to send as many as 540,000 troops by the end of 1968. As more Americans left and died in Vietnam, the anti-war sentiments back home put pressure on the government. The Nixon years saw the continuance of the Vietnam War with the expansion of hostilities in Laos and Cambodia. Nixon’s Vietnamization policy of providing military aid but not troops proved to be a temporary success. A 1972 preliminary peace draft in Paris was initially rejected. By 1973, Nixon convinced Hanoi and Saigon’s President Nguyen van Thieu to sign the Paris Peace Agreement which ended the hostilities between the United States and the Democratic Republic of Vietnam. The containment policy also played a role in the creation on April 4, 1949 of the North Atlantic Treaty Organisation (NATO), currently an alliance of 26 countries from North America and Europe. This was the outcome of Europe’s fears of another Soviet aggression in the guise of Stalin when they were just about to rebuild after Hitler’s dictatorship. Western Europe also needed the assurance of the United States’s protection while they started to rebuild from the ruins of World War II. NATO members’ common grounds are said to include the same democratic ideology and capitalist structure of economy (Kreis, â€Å"The Origins of the Cold War†). In the late 1940s to 1950s both the United States and Soviet Union sought to build their military arsenal. For the United States, this gave way to military integration, the passing by Congress of the National Security Act in 1947 which created the Department of Defence, the National Security Council, and the Central Intelligence Agency (Kreis, â€Å"The Origins of the Cold War†). On the Soviet side, they detonated an atomic bomb of their own in 1949. The first H-bomb was also detonated by the United States in 1952. Not to be outdone, the Soviets detonated a fusion bomb in 1953 (Kreis, â€Å"The Origins of the Cold War†). NSC-68, a policy the United States adopted in 1950 raised defense spending to staggering amounts, up to $60 billion dollars, â€Å"a symbol of Americas determination to win the cold war regardless of cost (Kreis, â€Å"The Origins of the Cold War†). Although the Cold War has now officially ended, the United States, the only legitimate superpower left, continues to establish a world order that caters to its capitalist structure. Military interventions have been part of its policy if it serves U. S. interests. During the Cold War, the goal was the containment of Communism. At the present, terrorism is the new battle cry. It is said the United States owns a very large percentage of the world’s wealth while it tries to suppress those who oppose to its capitalistic tenets. The Heart At the heart of midwifery practice is the relationship between the midwife and the woman. This involves a relationship of trust. The women, relies on the midwife to give her confidence. The midwife is trusted by the woman to know what is best for herself and her body. The midwife benefits the childbearing woman with clinical knowledge, skills and recommendations, forming a relationship of mutual trust and respect (Alef Thorstenson, 2004). The mother and the baby are the central focus for the midwife. Pelvin (2006) describes the midwifes role as one of privilege. The intimate relationship between the midwife and the women exists, through a personal and momentous event in the life of a woman. The physiological procedure of birth and the post natal relationship between mother and baby is facilitated by the midwife however the midwifes influence does not end there, the role attempts to assist the women to have a deeper understanding of herself and of her family relationships. A fundamental value of midwives as stated in the (Australian Nursing and Midwifery council [ANMC] Code of ethics, 2005) is the value of kindness and compassion to others and self, by respecting the fundamental rights and choices of the mother and ensuring that practice is ethically and culturally appropriate. Acts of kindness such as being gentle, considerate and caring should be a constant approach to midwifery care. The art of midwifery involves achieving a balance between being competent and professional whilst showing heart by still demonstrating emotion. Hunter (as quoted in Jacob and Lavender, 2008, p. 78), says that à ¢Ã¢â€š ¬Ã‚ ¦expressing emotion and sharing feelings with others is immensely valuable, both for enhancing relationships and also for developing a type of practice that is open-hearted and genuine. This relationship is extremely valuable with pregnancy outcomes which may involve unexpected miscarriage, where supporting women and their families can be difficult. The Hands The hands in the art of midwifery looks at the benefit of therapeutic touch. Therapeutic touch can reassure the woman of her safety with the knowledge that her midwife is confident in her actions and sensitive to her needs. When situations do not allow words, the hands can convey reassurance and express confidence, compassion and care (Ernst, 2009). Touch can be used in many forms including close contact for physical support, helping the women to maintain her posture or just being there as a shoulder to lean on. Touch can provoke different responses by different women. While massage can be good for relieving pain for some, others find a simple light touch to the forehead is all thats needed to reassure a woman she is not alone and that the midwife is there for her (Page McCandish, 2007). Another important hands on skill for the Midwife is the ability to use palpitation and touch examination of the mothers abdomen to assess and determine the babys growth, position, size and wellbeing (Grigg, C. 2006). Other skills utilizing the hands can include, teaching breastfeeding, blood pressure measurement, supporting the women through labour and birth, baby assessments and supporting the newborn infant and the use of interventions such as epidurals. The (Australian Nursing and Midwifery council [ANMC], Code of Professional Conduct for Midwives in Australia, 2006) describes many other midwifery skills not only relating to the care of the woman but also her family and the community. It is the duty of the midwife to provide antenatal and parenthood education. The midwife is committed to working with the women, providing support and advice during her pregnancy/birth and through the postpartum period. The midwives responsibilities also extend to preventative care, detections of complications, promotion of normal birth and accessing the need for medical intervention and the carrying out of emergency procedures should an emergency occur. Creating a positive atmosphere and environment for the birth is an important factor for many women. Most women have their babies in the unfamiliar and unwelcoming environment of the hospital, a positive attitude assists in reducing anxiety and stress, allays fears and allows the woman to feel secure in her surroundings. Page McCandish (2007) suggest that simply by making more space and moving furniture in the room offers the woman more area to move and by providing different props such as benches, pillows, and cushions give the women more choices so as for example she can lean or rock when experiencing the intense pain of contractions. The skills of the midwife are many and varied and the hands are vital in conveying messages to the woman. The Mind As the Australian College of Midwives, ACM Philosophy for Midwifery (2004) states midwifery is informed by scientific evidence, by intuition and by experiences. This involves the midwife using knowledge gained from research evidence, individual values and preferences, seeking out evidence to support decisions and discussions with the woman to decide on her individual birthing plan. Page McCandish, (2007) describe evidence based clinical practice as the judicious use of the best evidence available, so that the clinician and the patient arrive at the best decision, taking into account the needs and values of the individual patient.(p.205) Birth is a normal life event and not a disease process thus making health promotion the basis for midwifery care. Health promotion and education involves more than the provision of information to woman in antenatal classes lead by a midwife, where the midwife discusses topics the professional deems relevant. Education needs to move to a more client-led agenda (Beldon Crozier, 2005). When working with women it is important to always focus on women centred language and effective communication. Thinking and imagining how the woman is feeling assists in providing comfort and reassurance to the woman. Giving women information about the progress of the labour in positive terms that the woman will understand is most valuable. Knowing when to be quiet is also important. The midwife has to be mindful of her own facial expressions as these can have a huge impact on the womans feelings, a smile conveys reassurance that everything is ok and going well (Page McCandish, 2007). The midwifes mind needs to be aware of the changes occurring in maternity care and know that the traditional medical model that once served the doctors and the hospital, is antiquated. As we move towards emerging midwifery models of care which favour continuity of mother and baby care by the same midwife throughout the womens pregnancy, birth and beyond (Barlow, 2008). A midwifes autonomy is increasing in maternity care. The Australian Nursing and Midwifery Council, Code of Ethics for Midwives in Australia (2005) also states midwifery care includes the promotion of normal birth, prevention and detection of complications in the mother and baby, medical care access and the carrying out of emergency measures as important responsibilities of the midwife. Conclusion The heart, hands and the mind all play important roles in the midwifery model of care. Each area can be difficult to explain as separate components of midwifery as the three areas are intertwined and each just as valuable as the other in providing women with women centred care throughout the life changing experience of childbirth. It is evident from research into the art and science of midwifery that midwives are essential in providing care to the childbearing women that supports and guides women through healthy pregnancy, labour and the postpartum period.
